Sharon Shaw, PSA’s Director of Education did an excellent job of coordinating all the presenters, topics and logistics, and most importantly – managed to sum up all of the material presented in the two-day training event into a coherent whole, which made it more valuable than the sum of the parts. Vendors, including NICE, held training sessions on everything from new recurring revenue models to improving profitability on projects. And it was interesting to see how all of the educational material came together, quite literally, with vendors referencing other vendors’ presentation material throughout.  <Read More >

As Director of the Fairfax County, Virginia Department of Public Safety Communications, I have the distinct honor of heading up a new full-service, state-of-the art, next generation 9-1-1 public safety communications center that serves Fairfax County. Our center is co-located with 3 other agencies (the Virginia State Police Dispatch Center, the Fairfax County Office of Emergency Management and Emergency Operations Center and the Virginia Department of Transportation Traffic Management Center). It’s a very unique 9-1-1 center. By collaborating, cooperating, co-locating and cost sharing, the sum total of the facility is far greater than its individual parts. Regulatory compliance is not new to utilities. Ever since Thomas Edison patented a system for electricity distribution, utilities have had to deal with regulatory compliance issues. But NERC’s most recent CIP standards, dealing with Critical Cyber Assets, are posing new challenges due to the complexity of the reporting and auditing requirements, as well as the regulations’ reach and impact within the utility organization. With NERC’s strong enforcement system and penalties ranging anywhere between $1,000 to $1,000,000 per day per incident, utilities are looking for ways to successfully comply with the standards and pass the periodic NERC audits that need to be performed.  <Read More >

Some questions are easy to ask but hard to answer, like how dangerous are our schools? In 2007 the CDC reported 5.9% of surveyed US students admitted to carrying a weapon (gun, knife, etc.) into school within the past 30 days. It also reported that 7.8% of students admitted to having been threatened or injured by a weapon in the past 12 months and that 12.4% had actually been physically involved in fight at least once.  <Read More >

The Clery Act is the governing regulation that requires institutions of higher education to release campus crime statistics and security policies and give timely warnings of crimes that represent a safety threat to students and employees.  The law was named after Jeanne Clery, a 19-year old student who tragically, was raped and murdered in her campus residence hall in 1986. Since the Clery Act was passed in 1990, several amendments have been enacted. The most recent amendment, passed in October 2009, has implications for the way that educational institutions address emergency response. One of the most notable changes was the addition of Section G, which mandates that higher education institutions develop, publish and test their emergency response procedures, and make them transparent to the public. As with any regulatory requirement, it means that compliance reporting is needed to avoid penalties and reduce the risk of litigation. <Read More >

Situation Management: What’s Next in Next Gen 9-1-1
In the universe of public safety communications, the stars seem to be aligning for Next Gen 9-1-1. NG9-1-1 standards are taking shape and by all reports, some emergency communications centers will be ready to receive live Next Gen 9-1-1 calls as early as this year. Exactly when the complete transition to NG 9-1-1 will take place is not entirely clear, but one thing is certain: when the mass migration does take place it will bring with it a flood of information – text, still images, streaming video, telematics, medical information, and data from an array of sensors and alerting devices, the likes of which 9-1-1 centers have not seen before. With so much data converging in the PSAP, 9-1-1 centers may face the proverbial information overload. How will they integrate so many new systems that were never designed to work together? How will they connect the dots among so much new information? Will they be able to easily correlate all the data points to inform their incident response and decision-making? How will they align and automate their operational processes for this more complex environment and abundance of information?

Let’s talk about IP cameras.  I like to think IP cameras nowadays are kind of like cars.  Can you picture fuel economy as being very similar to bit rates?  You’ve got your big honking Hummer which reminds me of MJPEG IP cameras – which are pretty to look at, if you can afford all the costs associated with them on the backside.  You’ve got your hybrid cars which remind me of H.264 IP cams.  They’re a little more expensive up front but you save a heck of a lot over the long term.  Additionally, you have your sports cars – Megapixel without a doubt. Then you have your MPEG4 IP cameras – which are pretty much like the majority of cars on the road today.  Some are better than others…and some are flashier. Ronald Reagan Washington National Airport has completed an implementation of the NiceVision Net IP video surveillance solution, in a follow on project. The Airport selected NICE Systems as the result of a competitive solicitation process. This latest NICE deployment will help the Airport improve safety and security for its 18 million annual passengers, and provide a platform for future expansions and migration to IP video surveillance. Sacramento Regional Fire/EMS Communications Center to Implement NICE Inform
The Sacramento Regional Fire/EMS Communications Center (SRFECC) will be implementing NICE Inform to capture and manage emergency communications and incident data. Organized as a Joint Powers Authority (JPA), the SRFECC is one of the largest fire dispatch centers in the State of California, dispatching over 150,000 incidents annually, for eight regional fire/EMS (emergency medical service) agencies. Working with these departments, the SFECC provides fire protection and emergency medical service for nearly all of Sacramento County and a small area of Placer County, covering one thousand square miles and helping to ensure the safety of more than 1.3 million residents. <Read More >

NICE Systems Participates in Successful NENA Next Gen 9-1-1 Testing Event
NICE Systems has participated in the NENA NG9-1-1 Industry Collaboration Event (ICE 2) which successfully concluded on May 28, 2010. The event focused on interoperability testing of NG9-1-1 transitional elements needed to support the evolution from legacy 9-1-1 to Next Generation 9-1-1 (NG9-1-1). The ICE testing took place at the AT&T Training Center in Irving, TX, and is the first in a series of collaborative events in which NICE will take part, to advance Next Generation 9-1-1, and to ensure the NG9-1-1 readiness and interoperability of NICE solutions for NG9-1-1 environments.

India ramps up security at Parliament House
Following the terrorist bombings in Mumbai that killed more than 250 people in 2008, India has taken steps to increase security for its critical infrastructure. A high-speed, wireless video system was recently installed on the Mumbai metro transit system and the government also announced last month that it has awarded a contract worth more than $5 million to NICE Systems to install its Situator situation management platform at the Parliament House in New Delhi. <Read More >

Most of us involved in video security are somewhere in the transition from analog (DVRs) to IP (NVRs). Existing installations with internal-storage DVRs begging for retirement are migrating to multi-channel encoders recording on off-the-shelf NVR PC servers and RAID storage. At the simplest level this delivers more viewing options of better video, which can be recorded for longer, on storage that is much less likely to fail and lose all your video. 2010 Shanghai World Expo Implements the NICE IP Video Surveillance Solution
The NICE IP video surveillance solution has been deployed as part of the overall security measures that will be ensuring the safety and security of visitors to the 2010 Shanghai World Expo, scheduled to be held from May 1st through October 31st, 2010. The 2010 Shanghai World Expo is expected to generate 70 million visitors over the course of the expo. More than 190 countries and more than 50 international organizations have registered to participate in the Shanghai World Expo, as well as approximately 100 foreign leaders. <Read More >

Tracking and Compliance at a Seaside Port
The Virginia Port Authority, located in Norfolk, Va., is the third largest East Coast port. It reaches more than 200 nations with more than 80 foreign ports directly linked to it. It employs 343,000 people, brings in $41 billion in total revenues throughout the Commonwealth of Virginia and is responsible for the operations and security of four marine terminals: Norfolk International Terminals, Portsmouth Marine Terminal and Newport News Marine Terminal and an inland intermodal facility, the Virginia Inland Port in Front Royal, Va. These facilities primarily handle import and export containerized and break-bulk cargoes. When the United States Coast Guard required all unescorted visitors have a Transportation Worker Identification Credential (TWIC) to gain access to the terminals, the Port turned to NICE Situator for a solution. San Jose, Calif., Upgrades 911 Call Center Technology
As 911 call centers begin adding new technologies like IP radio and next-generation 911 (NG911) services – the ability to receive multimedia input like text and video from citizens – they are being forced to consider new solutions to record and store calls and information they receive. In 2009, the San Jose, Calif., Police Department upgraded its call center technology to improve redundancy and simplify retrieval of recordings, which can provide critical evidence in criminal cases. While the department has yet to deploy NG911 in its call center, these capabilities will be added in the future. So the current information management upgrade also prepares the department to capture and preserve multimedia content. Beijing Metro Expands Implementation of NICE IP Video Solution, Adds Content Analytics
NICE Systems has announced that it has been selected by Beijing Metro in China to provide NICE’s IP video solution, with support for content analytics at certain project locales, to enhance safety and security at the 24 stations of its Line 15 route. NICE executives Douglas L. Florence Sr., CPP, and Moti Shabtai, will be speaking at the upcoming Global Gaming Expo (G2E) conference. G2E will take place November 17-19 at the Las Vegas Convention Center. Based in Phoenix, Arizona, Salt River Project (SRP) is the third-largest public power utility in the United States, providing power to 930,000 homes and businesses and more than 2 million people across a 2,900-square-mile service territory in central Arizona.
